No person may drill a new domestic water well, except for property zoned agricultural, within the village limits if the property line of the applicant is within three hundred feet (300') of the municipal water distribution lines and is located within the exterior boundaries of the village of Cloudcroft. In the event the total cost, to the person desiring to drill such a well, of extending the municipal water distribution lines, meter and hook-up fee to the property to be served by the well exceeds the cost of drilling a new domestic water well, then authorization will be given by the village upon such a showing.
