7-1A-3: TURNING WATER ON AND OFF; CHARGES:
   A.   Generally: If the water supply to any property is turned off for failure to pay service charges, a charge of Fifty Dollars ($50.00) shall be made for turning the water back on.
   B.   Request Of Property Owner: Turnoff of water service at the request of the property owner will be done by the village only at the water meter for a charge of Twenty Five Dollars ($25.00) and water service will again be turned on by the village at the request of the property owner for a charge of Twenty Five Dollars ($25.00) if such request is made during normal business hours on a normal workday and such turn on service is to be performed during normal business hours. A charge of One Hundred Dollars ($100.00) will be made if the water turn off or on is to be performed during hours in which the village will be required to pay overtime to a village employee to provide this service.
   C.   Once a meter is turned off by the Village, for any reason, it shall be locked so that it may only be turned on by the Village. Any cut lock or meter tamper will be considered vandalism and theft and will be prosecuted accordingly as a violation of Village Code or a violation of State Statutes.
      1.   Temporary: Turnoff of water service on a temporary basis not to exceed one week shall be done at the request of the property owner by the village only at the water meter for a charge of Fifteen Dollars ($15.00) for turning the water off and Fifteen Dollars ($15.00) for turning the water on during normal business hours.
      2.   Meter Removal: Water meters will be removed by the village at the request of the owner for a fee of One Hundred Dollars ($100.00); a water meter so removed will be reinstalled for the normal installation fee as provided in the village Code.
      3.   Long Term Standby: With a One Hundred Dollar ($100.00) charge an owner may request putting their meter on long term standby as opposed to removal of the meter. This will stop all billing (water, sewer and garbage) associated with that meter for five years from the date the meter is locked. Meter may be turned back on at the normal connect charge after five years. If water needs to be reconnected before the five-year standby time, there will be a Seven Hundred-Fifty Dollar ($750.00) per year charge for the time the meter was off, not to exceed the cost of a new meter.
