The Village shall have a lien on each lot or parcel of land served by the joint system for charges imposed for service rendered by the joint system. Notices of a lien shall be filed, and liens shall be filed and shall be enforced as provided in section 3-36-1, New Mexico Statutes Annotated, and all other applicable laws. At the time of filing a lien, a Fifty Dollar ($50.00) charge will be assessed to the account and a Fifty Dollar ($50.00) charge for release of the lien shall be assessed to the account.
