5-2-35: POSSESSION OF DRUG PARAPHERNALIA:
   A.   It is unlawful for any person within the village to use or possess with intent to use drug paraphernalia, as defined in New Mexico Statutes Annotated section 30-31-2, as amended, to plant, propagate, cultivate, grow, harvest, manufacture, compound, convert, produce, process, prepare, test, analyze, pack, repack, store, contain, conceal, inject, ingest, inhale or otherwise introduce into the human body any controlled substance as defined in the controlled substances act, being New Mexico Statutes Annotated chapter 30, article 31, hereinafter referred to as the controlled substances act.
   B.   It is unlawful for any person within the village to deliver, possess with intent to deliver or manufacture with the intent to deliver drug paraphernalia with knowledge, or under circumstances where one reasonably should know, that it will be used to plant, propagate, cultivate, grow, harvest, manufacture, compound, convert, produce, process, prepare, test, analyze, pack, repack, store, contain, conceal, inject, ingest, inhale or otherwise introduce into the human body a controlled substance in violation of the controlled substances act.
