Drinking in public places consists of drinking or consuming alcoholic beverages or beer (as the terms are defined in section 60-3A-3, New Mexico Statutes Annotated, as amended) in or on any public place, private club, key club, whether operated for profit or not, or on a parking lot adjacent to an establishment licensed to dispense alcoholic liquors; provided, that this Section shall not apply to establishments having a license to dispense alcoholic liquors.
