2. Form of Government. The form of government of the City is the Mayor-Council form of government.

3. Powers and Duties. The Council and Mayor and other City officers have such powers and shall perform such duties as are authorized or required by State law and by the ordinances, resolutions, rules, and regulations of the City.
4. Number and Term of Council. The Council consists of five Council members elected at large for overlapping terms of four years.

5. Term of Mayor. The Mayor is elected for a term of four years.

6. Copies on File. The Clerk shall keep an official copy of the charter on file with the official records of the Clerk and the Secretary of State, and shall keep copies of the charter available at the Clerk’s office for public inspection.

1. Nominating Method. All candidates for elective municipal offices shall be nominated under the provisions of Chapter 376 of the Code of Iowa.

2. Candidacy. An eligible elector of the City may become a candidate for an elective City office by filing with the City Clerk a valid petition requesting that the elector’s name be placed on the ballot for that office. The petition must be signed by eligible electors equal in number to at least two percent of those who voted to fill the same office at the last regular City election, but not less than 10 persons.
3. Runoff Election in Lieu of Primary. A runoff election shall be held in lieu of a primary election for the choosing of persons for elective offices.

4. Runoff Election Procedure. A runoff election shall be held only for positions unfilled because of failure of a sufficient number of candidates to receive a majority vote in the regular City election.

5. Qualification. Candidates who do not receive a majority of the votes cast for an office, but who receive the highest number of votes cast for that office in the regular City election, to the extent of twice the number of unfilled positions, are candidates in the runoff elections.

6. Time Held. Runoff elections shall be held four weeks after the date of the regular City election and shall be conducted in the same manner as regular City elections.

7. Candidates Elected. Candidates in the runoff election who receive the highest number of votes cast for each office on the ballot are elected to the extent necessary to fill the positions open.
