3-6-5: REQUIREMENTS OF COLLECTOR:
No applicant shall be granted a license unless he shall have provided himself with the proper and necessary machinery or other appliances for properly taking care of and disposing of said garbage in conformity with the health regulations of the state of Illinois, the county of DeWitt and this city, nor unless such applicant owns each vehicle to be used in garbage collection, nor if the applicant has been guilty of any wilful violation of any health or sanitary provisions of the city or is in default on any contract with the city. 3-6-6: SALE OF LICENSE, COUNCIL APPROVAL:
Any licensee may sell his license and/or permit to any resident of the state, subject to the approval of the city council. (1968 Code, sec. 41-116)
3-6-7: PAYMENT OF CHARGES:
   (A)   Extending Credit: No hauler shall extend credit to a customer for a period of more than three (3) months. (1968 Code, sec. 41-106)
   (B)   Delinquent Payment: When any customer is more than three (3) months behind in payment, the hauler then retained by said customer shall terminate service to said customer. (1968 Code, sec. 41-107)
   (C)   Payment Of Arrears: Customers who have been refused service because of failure to pay for said service shall not be given service by any other hauler until the said customer shall have paid to the hauler who terminated his service the amount owing to him; said amount shall in no event be more than that for three (3) months' services. Upon payment of the three (3) months' arrears or a less amount if that is all that is owed to the hauler, the city clerk shall give notice of such payment to all haulers and they shall then have the right to extend service to the customer. 3-6-8: TERMINATION OF SERVICE, NOTICE:
   (A)   Haulers: Haulers who are terminating service to a customer for failure of the customer to pay for such service or terminating the service for any other reason must notify their customer in writing and also submit a duplicate of said notice to the city clerk. It shall also be the duty of the hauler to notify the customers when they are violating any section of this chapter and likewise submit a duplicate copy of said notice to the city clerk.    (B)   Customers: Upon receipt of notification by the city clerk, the city clerk shall notify all haulers as licensed hereunder of the customers that have been cut off from service for failure to pay for said service or for any other reason. (1968 Code, sec. 41-109)
3-6-9: GARBAGE CONTAINERS REQUIRED:
It shall be the duty of every tenant, lessee or occupant of every dwelling, tenement house, lodging house, hotel, restaurant, boarding house or other person on whose premises kitchen and household garbage collects, to provide, and at all times to keep within such building, or on the premises, garbage containers sufficient to hold all kitchen and household garbage which may accumulate on the premises between collections, such containers to be watertight, and with a tight fitting cover, and equipped with suitable handles, which containers shall be placed at all times so as to be readily accessible for removal and emptying, and where they shall not be a public nuisance. No person, unless authorized and licensed for that purpose, as hereinafter specified, shall interfere with such containers or the contents thereof. All other refuse and ashes or cinders shall be placed in a separate covered receptacle, said receptacle to be small enough that one man can easily handle it. Said receptacles may not be placed in any alley or street, but must be readily accessible for emptying and removal, but in any event they shall not be placed in a position that they would become a public nuisance. All such garbage, ashes or cinders and other refuse shall be removed once each week. (1968 Code, sec. 41-102)
3-6-10: VEHICLE CONDITION:
   (A)   The beds of all vehicles used in garbage collection shall be tight enough so that none of the garbage contained therein shall sift through, drop or spill from said vehicles, and covers shall be provided for the beds of all such vehicles which shall be kept closed when in use. (1968 Code, sec. 41-113)
   (B)   All ashes and non-noxious matter must be hauled in vehicles of such construction as not to permit the sifting out or spilling or scattering by the wind or leakage of any matter so hauled or transported. (1968 Code, sec. 41-114)
