Not earlier than the day preceding collection, every tenant, every lessee or occupant of every dwelling, tenement house, lodging house, hotel, restaurant, boarding house, or other person on whose premises kitchen and household garbage collects shall place or cause to be placed approved receptacles at the street side behind the street surface so that the contents will not be scattered by the wind or animals.
