137.10 MAYOR AS APPOINTING AUTHORITY.
   The Mayor is the appointing authority for the City and the Director of Public Safety. The Mayor shall have authority to promulgate and adopt rules for the efficient operation of the Department of Public Safety, so long as such rules are not inconsistent with the City Charter, the Codified Ordinances, or the Rules of the Civil Service Commission.
   With respect to other governmental agencies or districts, the appointing authority shall be such person or persons as shall be provided by law.
