Except as herein provided, the Civil Service Commission shall determine the practicability of competitive examination for any position in the classified service, and shall provide by rules and regulations, not inconsistent with the provisions of the Charter and this chapter, for the ascertainment of merit and fitness as a basis for appointment and promotion in the classified service.
