Civil Service shall be under the management and control of the Civil Service Commission as provided in this chapter. The Commission shall consist of three (3) residents of the City not holding other municipal office or employment, who are appointed by the Mayor subject to confirmation by a majority of Council. Each Civil Service Commissioner shall serve for a term of six (6) years and until his successor has been appointed and qualified. Any vacancy occurring during the term of any member shall be filled for the unexpired term in the manner authorized for an original appointment.
