The provisions of this chapter shall not apply to an officer executing a process or order of any court having jurisdiction within the State of Ohio for selling property, directed by law, court order or legal process to be sold on the property where the same is located or to the sale or offering for sale of personal property and chattels as described herein, which are encumbered by chattel mortgage or conditional sale agreement, the terms of which are in default, or to property sold at a garage or yard sale at a single or two-family home provided the conditions of Section 1165.021 and Section 1163.06(f) are met.
