The owners of all property wishing to connect to the village sewer system shall be required to first obtain a permit from the village before connecting. If any person shall violate this section, he or she shall be guilty of a Class 3 misdemeanor and shall be fined not more than $500, subject to the provisions in G.S. § 14-4.
