181.03 BOARD MEMBERS.
   (a)    The Clarksburg LRA shall operate under the control of five Board members. The Board members shall be the following:
      (1)    The City Manager, or such manager's designee;
      (2)   The Director of Finance, or such director's designee;
      (3)   The Director of Code Enforcement, or such director's designee;
      (4)   One member appointed by City Council;
      (5)   One member appointed by City Council who is a resident of the City of Clarksburg; is not a public official or municipal employee; maintains membership with a recognized civic organization with the City of Clarksburg.
   (b)    Members identified in Sections 181.03(4) and 181.03(5) of this article are to serve terms of two years and may be removed at any time by City Council pursuant to Section
115.16 of the Codified Ordinances.
   (c)    Each member shall continue in office until a successor is duly appointed, except in the event of a member's removal, death, or delivery of written resignation to City Council. In the case of such a vacancy, a new member shall be appointed to serve the remainder of the term. If a city official no longer holds that position, then the position such official or such official's designee holds on the board is immediately declared vacant and filled by the person's duly qualified successor.
   (d)    Members of the Board shall serve without compensation. Any member of the Board who is an employee of the City may spend regular work hours on matters related to the Board and receive his or her regular salary, as approved by the employee's direct supervisor. Further, if a Board member who is also an employee of the City attends a meeting, such Board
member shall treat such attendance as hours worked for the City and receive any compensation due pursuant to the City's handbook.
   (e)   In addition to the voting members of the Board stated in this section, the following persons shall be non-voting ex officio members to provide advice to the Board: the City Attorney, the Economic Development Director, the City Clerk, and the City Engineer. The Board may request assistance from any City department or employee, as necessary.
