541.13 CONDITIONS APPLICABLE TO STREET VENDORS.
   (a)    Permits issued pursuant to Section 541.11 shall be issued only to those selling local or State handcrafted goods, prepared foods or locally grown produce. No other wares shall be sold within the designated area.
   (b)    Such sales may be conducted only between the hours of 9:30 a.m. and 6:00 p.m., Mondays through Saturdays, during the months of April through September.
   (c)    Location and numbers of vendors shall be regulated by the City Manager. Factors such as the number of vendors; the type of wares sold; proximity of one vendor to another or to an established merchant; and the location of public facilities shall be considered in determining vendors' sites.
   (d)    No wares shall be displayed or sold in a manner that blocks, obstructs or restricts the free passage of pedestrians or vehicles in the lawful use of sidewalks, streets or public places, and in every case such wares shall be displayed or sold on a sidewalk so as to allow for the unobstructed passage of pedestrians.
   (e)    No wares shall be displayed or sold by any person from any vehicle parked at a metered parking space.
   (f)    Diagrams or drawings of any displays or stands shall be made part of the application and subject to approval of the City Manager.
   (g)    Permittees under this article are subject to all Municipal, County, and State rules, regulations and laws dealing with health and sanitation, public nuisance, and fire safety, as well as all other applicable law.
   (h)    Permittees shall keep the area within a fifteen-foot radius of their displays free from all litter and debris arising from their operations. A suitable receptacle for refuse shall be provided to customers at the vendor's site.
   (i)    Permits issued pursuant to this article shall be prominently displayed at the vendor's site during the operation of business.
   (j)    Permittees shall be subject to inspection by appropriate Municipal, County or State agencies.
   (k)    The City Manager may promulgate rules and regulations in addition to these conditions applicable to street vendors.
