541.11 PERMITS REQUIRED FOR STREET VENDORS.
   (a)    No person licensed pursuant to Article 729 shall display or sell any food, beverage or merchandise upon any street, sidewalk or in any other public place located within the City between Elk Creek and Washington Avenue, inclusive, and Monticello Avenue and Chestnut Street, inclusive, without first obtaining a permit from the City Manager, as hereinafter provided.
   (b)    Application for a permit required by this section shall be made to the City Manager on forms prescribed by him.
   (c)    Application shall be accompanied by a permit fee of one hundred dollars ($100.00) per site for the season from April through September or twenty dollars ($20.00) per month per site. Such fee shall not be refunded or prorated.
   (d)    Permits required hereunder are in addition to any required Municipal, County, or State licenses and are not transferable.
   (e)    Permits required hereunder shall not be required of any special events sponsors as recognized by the City.
