(a) The Director of Public Safety shall cause all spaces in off-street public parking lots, except and as distinct from those spaces set forth in Section 355.02, to be allotted and marked for parking spaces.
(b) Where Council ordains that certain public parking spaces shall not be metered, Council shall provide by ordinance whether a charge shall be extracted for use of the parking space and, if so, the mode and manner of collecting the charge by way of parking lot attendant, periodic lease or other means specified in the ordinance.
(c) No person shall park any vehicle across any line or marking or park a vehicle in such position that the same shall not be entirely within the parking space designated by such lines or markings. A violation of this section upon conviction shall be subject to the penalty provided by Section 303.99.
(d) All funds derived from parking meters and the operation of public parking lots shall be deposited in accordance with the provisions of Section 353.11.
(e) Any parking space or public parking lot existing at the time of the passage of this section which has been previously metered shall remain metered at the same meter rate until changed by ordinance. Any parking space in a public off-street parking lot, such as those in Yoctangee Park, which have not been metered by the assent of Council shall remain unmetered until changed by ordinance.
