There are established within the treasury of the City special traffic control funds, to which all receipts, revenues, fines, costs and all other moneys collected under the provisions of this chapter shall be deposited, which shall be broken down into two separate divisions as follows:
(a) Fund No. 1, into which all metered receipts, revenues, fines, costs and other moneys collected for on-street parking shall be deposited.
(b) Fund No. 2, into which all metered receipts, revenues, fines, costs and other moneys collected for metered off-street parking lots shall be deposited.
Such money shall be expended only for the purposes specified in this chapter, as amended.
