353.10 WAIVER PAYMENT.
   (a)    A police officer or parking enforcer who detects any parking violation shall attach a written notice thereof to the vehicle involved or deliver the notice to the owner or operator of the vehicle.
   (b)    The owner and operator of a vehicle found parked in violation of Chapters 351, 353, and 355 of the Revised Ordinances shall be subject to a penalty of fifteen dollars ($15.00), if waiver payment is made as hereinafter provided within fourteen (14) days from the date of the violation, and a late fee of twenty-five dollars ($25.00), if waiver payment is made more than fourteen (14) days after the violation.
   (c)    The waiver payment in subsection (b) hereof shall be payable into the funds established in Section 353.11 and collectible in addition to any criminal penalties or costs assessed against a violator.
   (d)    No owner or operator of a vehicle shall fail to pay for a parking violation by the waiver payment provisions contained herein within a period of thirty days following such violation. Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. Whoever fails to pay for a violation of Section 351.04(f) or 351.041 is guilty of a special misdemeanor and shall be fined two hundred fifty dollars ($250.00).
