(a) No person being the holder of a valid residential parking permit shall fail to display such permit in accordance with Section 354.06.
(b) Subject to Section 354.04(f), no person shall use or display, or allow use or display, of a parking permit on a vehicle other than that for which it was issued.
(c) (1) No person shall provide false information to the City of Chillicothe or upon application for any parking permit for the purpose of obtaining or use of a parking permit.
(2) No person shall utilize any parking permit after its termination or the expiration thereof by expiration of time or operation of law or cessation of residence.
(3) No person shall violate the rules and regulations promulgated by the Safety/Service Director in accordance with Section 354.05 of this chapter.
(4) No person shall copy or reproduce a parking permit for use or display on a motor vehicle without the written authorization of the Safety/Service Director.
(5) No person shall use or display a counterfeit parking permit on a motor vehicle.
(6) No person shall display or fail to surrender a parking permit revoked by the Mayor.
(d) Whoever violates this section is guilty of a minor misdemeanor.
(e) In any prosecution charging a violation of this chapter, proof that the vehicle described in the complaint, summons or warrant was parked in violation of this chapter, together with proof that the defendant was at the time of such parking the registered owner of the vehicle, shall constitute in evidence a prima facie presumption that such registered owner of the vehicle was the person who parked the vehicle at the place where, and for the time during which, such violation occurred.
