(a) Residents within a residential metered parking area may apply to the office of the Service/Safety Director for a permit to park their vehicle(s) upon the streets or public ways of the area in which such applicant resides.
(b) A parking permit shall be issued for each vehicle owned by the applicant upon proof that such applicant is a resident of the metered parking area and is owner of the vehicle. In the event that the applicant ceases to be a resident in that area, the permit issued to that person shall become null and void and shall be returned to the office of the Service/Safety Director.
(c) No fee shall be charged for the initial issuance of a parking permit. A fee of fifteen dollars ($15.00) shall be charged for each replacement permit, such fee to be used by the City to defray the costs of producing the permit and the enforcement of the provisions of this chapter.
(d) Permits issued under the provisions of this chapter shall be valid commencing January 1 and expiring December 31 of each year. Permits may be renewed upon reapplication with the Service/Safety Director.
(e) A permit issued under the provisions of this chapter shall be personal, nonassignable, and nontransferable. Each such permit shall be valid only for a specifically prescribed vehicle.
(f) Each residence shall receive one visitor pass at no charge. Violations in the use of the visitor pass shall result in the revocation of such pass issued to the residence.
(g) A permit shall not guarantee or reserve the holder of a permit an on-street parking space within the Residential Metered Parking Area or exempt the permit holder from parking restrictions or prohibitions established pursuant to authority other than this chapter.
