(a) The Utilities Director is authorized and directed to publish the rate schedules enacted in Section 915.06 according to law and to put such charges into effect with utility bills that are sent out on the billing date of January 1, 2001.
(b) The rates set forth in this chapter shall be in addition to any tap fees, assessment charges or charges in lieu of assessments that may be necessary for such services.
(c) The Utilities Director and a committee consisting of the Mayor, Auditor, President of Council and the Utilities Committee Chair shall conduct an annual review of the rates in Sections 915.06, 915.07 and 915.08 and shall report the results of said review to Council with his recommendations as to the sufficiency of the rates and the need for increases or decreases therein.
