(a) The charges for water use and water service for nonresidents shall be one and one-half (1.5) times the City Base Rate, according to consumption, as established by Section 915.06 as the same may be amended from time to time, and as amended above. The rate increase shall occur over a three (3) year time period, as follows:
(1) Year one increase of 1.25 times the City Base Rate, effective September 1, 2001.
(2) Year two increase of 1.35 times the City Base Rate, effective January 1, 2003.
(3) Year three increase of 1.5 times the City Base Rate, effective September 1, 2003 and thereafter.
(b) All water supply services for nonresidents shall be subject to the minimum charge, based upon the size of meter required and used, at a charge one and one-half (1.5) times the City Base Rate. The rate increase shall occur over a three (3) year time period, as follows:
(1) Year one increase of 1.25 times the City Base Rate, effective September 1, 2001.
(2) Year two increase of 1.35 times the City Base Rate, effective January 1, 2003.
(3) Year three increase of 1.5 times the City Base Rate, effective September 1, 2003 and thereafter.

(c) The charge for miscellaneous services by the Water Department of the City of Chillicothe, Ohio, shall be the same as the rate established by Section 915.06 and other City ordinances as may be amended from time to time.
