Not more than 25 pounds of nitrocellulose shall be manufactured or reclaimed in other than a nitrocellulose building or a nitrocellulose room constructed as required; provided, however, that completely manufactured nitrocellulose enclosed within sealed shipping containers, meeting the regulations of the United States Department of Transportation for containers for nitrocellulose may be stored in one or more standard fireproof vaults located in any building, except as prohibited under this Code.
