Upon the approval of such application by the Commissioner, said Commissioner may authorize the issuance of a permit to tap the City's water mains at a location to be designated by the Commissioner for the purpose of securing water supply for the premises of applicant, said permit to be issued to and the work therein authorized to be done by a bonded and licensed plumber in accordance with the ordinances of the City. The fee for issuing such permit shall be $100.00, plus an additional $50.00 for each connection of three inches or less in diameter and an additional $100.00 for each connection over three inches in diameter.
Such permit shall only be transferred or assigned to another person upon issuance of an updated permit to the transferee. On or before December 31 of each year, the Commissioner shall deliver a report to the City Council summarizing all transfers of out-of-city accounts.
