(a) It shall be the duty of the superintendent of police to enforce the traffic regulations of this city and all of the state vehicle laws applicable to street traffic in this city, to make arrests for traffic violations, to investigate crashes and to cooperate with the commissioner of transportation, the executive director of emergency management and communications and other officers of the city in the administration of the traffic laws and in developing ways and means to improve traffic conditions, and to carry out those duties imposed by the traffic code or other ordinances of this city.
(b) Officers of the police department and traffic control aides are authorized to direct all traffic by voice, hand or signal in conformance with traffic laws or ordinances. In the event of fire or other emergency or in order to expedite traffic or safeguard pedestrians, officers of the police department, sworn members of the fire department and traffic control aides may direct traffic contrary to traffic control devices as conditions may require.
(c) Any person who is found guilty of circumventing, ignoring or disobeying any direction or order authorized by subsection (b) of this section shall be subject to a fine of not less than $100.00 and not more than $300.00 for the first offense and not less than $300.00 and not more than $500.00 for each subsequent offense occurring within 12 consecutive months.
