(a) No person shall drive or move any vehicle or equipment upon any roadway with any lamp or device thereon displaying a red light visible from directly in front thereof.
(b) Flashing lights are prohibited on motor vehicles, except as a means for indicating a right or left turn or an emergency stop.
(c) This section shall not apply to: (i) authorized emergency vehicles; (ii) city-owned or city-leased vehicles that display red or flashing lights in accordance with rules or guidelines developed by the Commissioner of Fleet and Facility Management; or (iii) vehicles that display red or flashing lights as otherwise permitted under the Illinois Vehicle Code, codified at 625 ILCS 5/1-100, et seq.
