No second division vehicle designed and used for carrying or pulling freight or cargo in the furtherance of a commercial or industrial enterprise shall be operated upon a roadway unless there is painted or otherwise firmly affixed to both sides of such vehicle, in a color or colors vividly contrasting to the color of the vehicle, the name and address of the owner thereof and the maximum empty weight of such vehicle.
