It shall be unlawful for any person to commit, cause, or knowingly permit any of the following offenses against children:
(a) Abandon any child;
(b) Unnecessarily fail to provide any child in his charge or custody with proper food, drink, shelter, or raiment;
(c) Cruelly beat, torture, overwork, or mutilate any child;
(d) Wilfully expose to inclement weather or in any manner injure a child in health or limb.
