For the purpose of this chapter, the following terms, phrases, words and their derivations shall have the meaning given herein. The word "shall" is always mandatory and not merely directory.
(1) "City" means the City of Chicago, Illinois.
(2) "Company" means the person who engages in the business of furnishing or supplying gas for consumption in the city to any residential consumer.
(3) "Council" means the city council of the City of Chicago, Illinois.
(4) "Person" is any person, firm, partnership, association, corporation, company or organization of any kind.
