Upon fulfilling the requirements for registration, the building commissioner shall issue a certificate of registration which authorizes the applicant to engage in such business during such period the registration is valid. The certificate shall be valid for a period of one year from the date of issuance. Provided, however, that before any certificate of registration shall be issued to such elevator mechanic contractor, the applicant shall have complied with Section 4-298-060 of this Code. A certificate of registration shall not be transferable and shall contain the name of the licensed supervising elevator mechanic.
