4-152-060 Sanitary requirements.
   Every place wherein any business licensed under this chapter is carried on shall be kept in a clean and sanitary condition. All necessary measures shall be taken to safeguard the lives and health of all persons employed in such establishments, and adequate and convenient washing and toilet facilities shall be provided for such employees. No person suffering from an active contagious or infectious disease shall be employed in such business.
   All articles kept for sale in such establishments shall be kept free from vermin or any matter of a contagious or infectious nature.
   All decomposed, fetid or putrescent matter, and all refuse, waste and sweepings shall be removed and disposed of at least once a day, and in such a manner as not to cause a nuisance, and all cleaning shall be done as far as possible outside of working hours, but if done during working hours shall be done in such a manner as to avoid the unnecessary raising of dust or noxious material.
   All necessary appliances and devices shall be installed to prevent the emission of obnoxious fumes, odors or dust, and provision shall be made to prevent the occlusion or obstruction of the drains or sewers through which the sewage or wastes of such establishment are discharged.
