The commissioner of aviation, in consultation with the commissioner of business affairs and consumer protection, the commissioner of buildings, the fire commissioner, the commissioner of planning and development and the corporation counsel, is authorized to promulgate rules and regulations necessary or appropriate to implement the requirements of this chapter, including, but not limited to, rules and regulations for the construction, maintenance or operation of heliports. Such duly promulgated rules and regulations shall be posted by the commissioner of aviation on the department of aviation's website.
