The commissioner of aviation, acting solely on his or her own volition or upon the recommendation of the commissioner of business affairs and consumer protection, the commissioner of buildings, the fire commissioner or the commissioner of planning and development, may issue an order to cease operations at a heliport, if, after an investigation, the commissioner of aviation determines that such heliport is not being maintained or operated in compliance with the requirements of this chapter or is otherwise unsafe for use as a heliport.
