The executive director shall be responsible for the general management and control of the 9-1-1 system. He or she shall have the authority to authorize the expenditure of funds (other than funds derived from the surcharge authorized by this chapter which will remain under the control of the board as set forth in Section 3-64-140 of this chapter) appropriated for the 9-1-1 system in accordance with such appropriations. Except as provided herein, the executive director shall have the authority to appoint and discipline employees, and to exercise such other powers consistent with and in furtherance of the purposes of this chapter.
