There is hereby created the Chicago emergency telephone system board, to be composed of five members appointed by the mayor of Chicago subject to approval of the city council. All members shall be representative of the public safety agency 9-1-1 emergency telephone system users and shall be appointed on the basis of their ability and experience.
Members of the board shall serve without compensation, but shall be reimbursed for their actual and necessary expenses.
The mayor shall designate one member of the board to serve as chairman, one to serve as vice chairman, and one to serve as secretary.
