Every person who shall falsely make, alter, forge or counterfeit any tax stamp, or who, with intent to defraud the city, shall affix or cause to be affixed any counterfeit stamp to any package of cigarettes, knowing said stamp to be counterfeit, shall be charged with forgery under the Illinois Criminal Code and shall be subject to prosecution for such crime.
