The purpose of the coordinating council is to coordinate the implementation and periodic revisions of E.Z./E.C. strategic plans. It shall have the following powers and duties:
(a) To advise the city and other participating governments on all aspects of strategic plan implementation, including:
(1) Allocation of Title XX funds awarded to the city for its E.Z. in accordance with the strategic plan,
(2) Provision of social and other services in accordance with the seven strategic initiative areas noted in the strategic plan,
(3) Necessary redevelopment activities including land acquisition and demolition,
(4) Use of creative financing tools to support strategic plan implementation,
(5) Use of State of Illinois and local government funds allocated for E.Z./E.C. initiatives, and
(6) Development of an annual budget for expenditure of E.Z./E.C. funds;
(b) To establish short-term and long-term benchmarks for assessing implementation of the strategic plan;
(c) To monitor use of all public and private funds allocated for E.Z./E.C. use, and to prepare related quarterly reports;
(d) To be subject to an independent annual audit;
(e) To promote collaborative activities conducted by participating governments, local businesses and E.Z./E.C. communities that support strategic plan implementation;
(f) To conduct outreach to expand the network of active participants from all sectors throughout the E.Z./E.C. communities;
(g) To solicit and accept public and private contributions of funds, services and real estate or property of any type to assist the implementation of the strategic plan;
(h) To incorporate as provided in Section 2-151-060;
(i) To expend funds made available from nongovernmental sources;
(j) To receive, review and make recommendations on all applications for allocation of E.Z./E.C. funds. The budget director shall act as liaison between the coordinating council and the city council and shall provide staff support for this function. Recommendations on use of funds will be submitted through the budget director to the city council; and
(k) To establish procedures and rules for its operation, not inconsistent with this chapter.
