As used in this chapter:
"Coordinating council" or "council" means the empowerment zone/enterprise community coordinating council established under this chapter;
"E.Z." means the empowerment zone established under Public Law 103-66 and the Chicago empowerment zone ordinances;
"E.C." or "proposed E.C." means a proposed enterprise community under Public Law 103-66 and the Chicago empowerment zone ordinance;
"Chicago empowerment zone ordinances" means the ordinances passed by the city council of the City of Chicago (1) on April 13, 1994 (published at pages 48392 – 48393 of the Journal of Proceedings of the City Council of that date), authorizing application for designation of an empowerment zone and enterprise communities in the city; and (2) on May 18, 1994 (published at pages 50685 – 50708 of the Journal of Proceedings of the City Council of that date), approving a map of the proposed empowerment zone and enterprise communities;
"Strategic plan" means the strategic plan submitted to the United States Department of Housing and Urban Development as part of the application submitted pursuant to the Chicago empowerment zone ordinances, and as it may be amended from time to time.
