The committee shall be comprised of a cross-section of all interests in our city, including among others, representatives from the communities and neighborhoods in which the program is operating, and shall cooperate and consult with and advise the mayor, the director of the committee, the city council, city, county, state and federal departments, private agencies and officials in carrying out the comprehensive and coordinated program to combat poverty by opening to everyone the opportunity for education and training, the opportunity to work, and the opportunity to live in decency and dignity.
