The commissioner shall cause to be opened in the general ledger of the department of water management two accounts, to be known as water suspense accounts Number 1 and Number 2. In water suspense account Number 1 shall be shown the totals of all of the accounts and items which may be ordered transferred under any section relating to frontage rates accounts; and in water suspense account Number 2 shall be shown the totals of all the items which may be ordered transferred under any section relating to meter rates accounts.
The commissioner shall provide suitable detailed ledgers, in which the detailed accounts of water suspense accounts Number 1 and Number 2 shall be kept and shown. All accounts affected by order of court and recommendations of the corporation counsel shall come within the scope of this section.
