2-106-070 Accounting of receipts and expenditures.
   The commissioner shall cause the receipts and expenditures of the department to be kept in books of account in such manner as to show the same with entire accuracy and so that the same may be readily understood and investigated. He shall also preserve on file in the department duplicate vouchers of all the expenditures of the department. All receipts and expenditures related to water service, regardless of their nature, shall be recorded and maintained separate and apart from receipts and expenditures related to sewer service.
