(a) The commissioner shall have supervision and control of all matters relating to underground drains and sewers set forth in Chapter 11-16 of this Code; and he shall have charge of the issuance of all permits for connection with, repairs to, or extensions of the sewerage system of the city, subject to the restrictions of the provisions of this Code.
(b) The commissioner shall keep a record in which he shall enter the names of all persons from whom he may receive money for permits granted for connections for sewers or drains and the amount received from each person, and the time when it was received.
