2-106-010 Establishment – Composition.
   There is hereby established an executive department of the municipal government of the city, which shall be known as the department of water management. The department shall include the commissioner of water management and such other personnel as may be provided in the annual appropriation ordinance.
   All employees of the department shall be under the direction and supervision of the commissioner of water management and shall perform such duties as may be required of them by the commissioner or by provisions of this Code.
