An executive department of the government of the city, to be known as the department of transportation, is hereby established. The department shall include a commissioner and such other personnel as may be provided for in the annual appropriation ordinance. All officers and employees of the department shall be under the direction and supervision of the commissioner of transportation and shall perform the duties required of them by the commissioner or by the provisions of this Code. The department shall include such divisions as may be necessary or desirable to enable the performance of the duties of the commissioner as set forth in this Code.
