2-100-010 Establishment – Composition.
   There is hereby established an executive department of municipal government of the city which shall be known as the department of streets and sanitation, and which shall include a commissioner of streets and sanitation and such assistants and employees as may from time to time be provided for in the annual appropriation ordinance.
