2-74-150 Department heads – Functions and duties.
   Department heads shall appoint persons in the departmental employment service, subject to the approval of the commissioner of human resources. The department head shall seek technical advice and consultative services from the department of human resources to develop job related screening methods. Prior to employment, any such employee shall sign a statement in a form approved by the commissioner of human resources stating that the employee understands the duties and tasks required and his ability and willingness to perform them.
