The commissioner of human resources, within 120 days of the enactment of this ordinance, shall prescribe uniform procedures for pursuing grievances for career service and departmental employment service employees, including provisional employees. "Grievances", as defined herein shall not include disputes over discipline, salary scales or wage rates.
