There is hereby created a human resources board consisting of three members appointed by the mayor by and with the advice and consent of the city council, for a term of five years, or until their respective successors are appointed and qualified, except that of the initially appointed board, one member shall be appointed for two years, one member shall be appointed for three years, and one member for five years. Upon the expiration of the term of any member of the human resources board, the mayor by and with the advice and consent of the city council, shall appoint each successor for a term of five years and each member shall serve until a successor is appointed and qualified. A vacancy shall be filled for the remainder of an unexpired term in the same manner as original appointments. The mayor shall appoint one of the members of the board as chairperson to serve for a term of one year or until a successor is appointed. The board will have the responsibility of providing advice and counsel to the mayor and to the commissioner of human resources on all aspects of public personnel administration including, but not limited to, manpower utilization, manpower training, employee grievances and employee salaries, in addition to other duties as provided by this chapter.
