2-64-040 Failure to return library materials – Penalty.
   Any person who shall fail to return or possess without authority any book or other library materials belonging to the Chicago Public Library, or any of its branches, according to the requirements of the bylaws duly made and adopted by the directors of such library for the government thereof, may be fined not less than $50.00 nor more than $500.00 for each offense.
